On February 5, 2015 in the RF there was established a limit on the purchase of medical equipment from another countries for budget organizations. These measures are intended to limit outflow of funds from the country and to support Russian manufacturers of medical equipment.
Government Resolution № 102 "On establishing limits the admission of certain kinds of medical products originating from foreign countries, for the purposes of procurement for state and municipal needs" takes into account the provisions of Article 14 of the Federal Law "On the contract system in the procurement of goods, works, services for state and municipal needs".
There are a list of items, which touched a limit on the purchase of state and municipal authorities. If the competition gets an application containing the subject from this list, it is automatically rejected if submitted at the same time of at least two applications of Russian manufacturers or producers located within the borders of the Customs Union.
Restrictions on admission do not apply:
if the tender was published before the entry of this Regulation into force,
if the purchase takes place for the organizations of the Russian Federation, located on the territory of a foreign state.
The list is extensive:
Limiting procurement for state and municipal needs extend to medical clothes, sets of some reagents, polymeric containers for bioassay, gamma cameras, electrocardiographs. It is also surgical needles, dental carbide burs, microsurgical forceps, microsurgical instruments for ophthalmology, personal glucometers and others.
