Production of medical equipment in Russia

Problems of domestic producers:

The need of production of domestic medical equipment in Russia's unstable economy and the need for import substitution is most acute.

In the market foreign and domestic medical equipment can be grouped into two commodity unit. The first block includes medical equipment, which is generally not available in Russia, or is available but does not meet international standards. This is high-tech products - computer, X-ray machines, ultrasonic diagnostic equipment, etc.

The second unit includes those products that are already currently satisfy the requirements of the Russian Health Ministry.

Import is one of the effective ways to develop new technologies for the first unit.

Also, there is the fact that local certificates are not recognized by the majority of European national bodies of international certification.

Part of the problem faced by the manufacture of medical equipment in Russia - a situation, when orders for medical products are made below the health needs it due to lack of funding from the budgets of all levels. As a result, the stores accumulated a large amount of unclaimed goods. This situation does not allow enterprises to timely pay with raw material suppliers, tax authorities and employees.

Positive processes in the manufacture of medical equipment in Russia related mainly to changes in the competitive environment of domestic and foreign manufacturers of medical products.

After the 1998 crisis, the price of imported medical products increased to a greater extent as compared to the domestic medical equipment, so the Russian market there was an increase in demand for domestic medical products and reduced - to import.

Ways to address the problem of import substitution:

1. Reducing the tax burden on the production of medical technology in Russia, which include measures to simplify the procedure of VAT refund on parts and substance for the production of domestic medical equipment and drugs.
2. Development of technical regulations, taking into account the views of consumers and producers of the domestic medical equipment.
3. The consolidation of domestic producers, which eliminates the undeveloped system of cooperation with the Health Ministry.
4. Technological rearmament of production capacities of the domestic medical equipment
5. Inclusion in the production process of domestic medical equipment scientific preparation phase, that precedes the production phase. This exploratory and applied research and technological development, testing, marketing, preparation and implementation of innovation and investment projects, the restructuring of the technological base of production of new medical products.
