Examination of project documentation and engineering survey results are comprehensive measures to assess the compliance of design and estimate documentation with technical regulations and legal acts. An assessment is a guarantee of the quality of construction documentation, and checking the correctness of determining the estimated cost will allow you to economically spend the customer's budget.
There are two types of expertise provided for by the Town Planning Code of the Russian Federation - state and non-state.
Non-state expertise is carried out:
- - If it is legally regulated to conduct a mandatory examination without specifying its type, while surveys have been carried out and documentation has been developed for an object not specified in part 3.4 of Article 49 of the Town Planning Code of the Russian Federation, and the applicant has determined a non-state examination as mandatory.
- - If the applicant decides to send the documents for a non-state assessment, despite the fact that the legislation does not regulate the mandatory passage of any type of examination of project documentation and engineering survey results.
As part of the examination, the conformity of the project documentation is checked according to:
- technical regulations,
- sanitary and epidemiological requirements and requirements in the field of environmental protection,
- requirements of state protection of cultural heritage objects,
- requirements for the safe use of nuclear energy,
- industrial safety requirements,
- requirements for ensuring the reliability and safety of electric systems and facilities,
- anti-terrorist security requirements,
- assignment of the developer or technical customer for design,
- results of engineering surveys;
Non-state expertise is carried out by organizations duly registered as a legal entity and accredited for the right to conduct inspections of the appropriate type. At the same time, the non-state assessment of project documentation and results of engineering surveys has equal legal force with the conclusion from public authorities but faster outcome.
A developer, technical customer or a person authorized by any of them can apply for the provision of a service for non-state assessment of project documentation and engineering survey results, attaching the following documents to the application:
- project documentation for the capital construction object;
- terms of reference for engineering surveys and design work.
- results of engineering surveys;
- document confirming the authority of the applicant for the examination to act on behalf of the developer, technical customer;
- extracts from a self-regulatory organization for design and survey;
- a document confirming the transfer of project documentation and the results of engineering surveys to the developer / technical customer in case of changes;
- justification of the safety of a hazardous production facility, with a certified copy of the positive conclusion of the industrial safety expertise;
- other documents required for the examination.
As a result of the non-state assessment, the applicant is issued a conclusion on the compliance or non-compliance of the project documentation and the results of engineering surveys with the requirements of technical regulations, requirements for the content of sections, registered in the Unified State Register of Conclusions with an assigned unique number.
