The measures to support the localization of medical products’ manufacturing in the Russian Federation were discussed at a governmental meeting chaired by Prime Minister Dmitry Medvedev in early April. The creation and development of an import substituting industry that produces medical products was also on the agenda.
Today, according to Dmitry Medvedev, Russian producers have advantages in public procurement. In addition, the state provides financing for projects on development of technology and organization of medical products’ manufacturing. Thus, since 2011 169 projects have received about 36 billion rubles of support. At the same time, subsidies are provided to compensate for part of the costs of clinical tests of medical devices and organization of their production. The Industrial Development Fund also grants loans for the implementation of similar projects: in 2016 the total amount of loans accounted for about 3 billion rubles. Alexander Shondin, General Director of WestMedGroup, told RBG how the leading Russian companies that manufacture medical equipment work, how they enter foreign markets and which new development institutions they rely on.
Mr Shondin, one of the priority directions of the Russian economy’s development is the improvement of the medical equipment market. How do you see your participation in this process as a resident of the SEZ Dubna?
- Our company became a resident in July 2016, this status is a guarantee of the responsibility of a manufacturer and the absence of retail margin due to the tax benefits, which gives an advantage to domestic developments. Now we are actively building up the production site in premises leased on the left-bank section of the SEZ. Soon there will be an assembly of medical consoles, autonomous sources of gas supply – compressed air, oxygen and vacuum, as well as hospital beds and innovative transport isolators. Modern advanced equipment, which our company will launch soon, will provide Russian hospitals with integrated life support systems.

From the moment of the company’s foundation our engineers work at the level of international standards, according to the certificates of Directive 2007/47/EC and ISO. That is why products that will be produced on the territory of the SEZ Dubna will not be inferior to the imported ones in terms of reliability, safety and technical characteristics. Moreover, choosing it, Russian hospitals will gain an advantage in terms of delivery time and after-sales service, as well as prices that will be lower than that of imported analogues.
Our company relies on the production of medical gas supply systems which are the most demanded segment of high-tech medical equipment. These systems include modern compressor and vacuum stations that meet the requirements of not only domestic but also European quality and safety standards. Moreover WestMedGroup can offer medical institutions a wide range of medical consoles of domestic production, which allow organizing ergonomically the workplace of medical staff near an operating table or a patient’s bed. At the same time we plan to manufacture medical multi-section beds, as well as innovative transport isolators that can operate in both negative and positive pressure modes, which in one case will minimize the risk of penetration and spread of infection from a patient to the
environment, while in the other case will save a patient from infections in the environment. At the moment there are no analogues of portable transport isolators in the territory of the Russian Federation, and we are sure that we will be able to provide a worthy competition on foreign markets.
